Results

The second open call closed on June 24th, 2016 at 17:00 Brussels time. The WiSHFUL project received 13 (eligible) proposals, of which:

  • 6 proposals for Experiments, category 'Innovation by SMEs'
  • 7 proposals for Experiments, category 'Scientific Excellence'

Among the proposers are 6 universities, 6 SMEs, and 1 large entreprise.

The proposals originate from the following countries (in no particular order): Belgium, France, Greece, Italy, The Netherlands, Serbia, and Spain.

Some statistics on the budget:

  • Total request for funding: EUR 548 605 (oversubscription factor: 2.6)
  • average requested funding for proposals for Experiments, category 'Innovation by SMEs': EUR 38 661 
  • average requested funding for proposals for Experiments, category 'Scientific Excellence': EUR 45 234

After a thorough review process by external independent reviewers, it was found that the quality of most proposals was good to very good. Due to budget limitations, only 5 proposals can receive funding as a result of the second open call:

The WiSHFUL project hereby announces its second Open Call for Experiments, targeting advanced solutions for controlling wireless networks using the WiSHFUL software platform and unified programming interfaces (UPIs), and using the facilities and hardware supported by the WiSHFUL Consortium.

For the feasibility check, it is essential that the proposing party gets in contact with the WiSHFUL partner in charge of the testbed(s) or software platform(s), which are intended to be used for the proposed Experiment, to discuss its feasibility within the WiSHFUL federation and the related specific requirements. Each proposing party must therefore identify a possible Patron either by contacting an appropriate WiSHFUL partner (see section 7 of Open Call document) or through contact@wishful-project.eu, in case support is required for selecting an appropriate WiSHFUL partner. The proposing party must submit its draft proposal to the Patron by Thursday 16 June 2016, at 17:00 Brussels local time using the submission portal. In this draft proposal at least sections A, B and C needs to be fully completed. The feedback will be provided by the Patron at the latest by Wednesday 22 June 2016 at 17:00, and must be copied into section D of the proposal template.

1 An extra budget of typically € 5 000 per Experiment will be allocated to the WiSHFUL consortium partner acting as Patron for guaranteed support 

Requirements related to the proposer:

  • Proposers must be eligible for participation in EC H2020 projects
  • Proposals will only be accepted from a single party.
  • For the Experiments in the category ‘Innovation by SMEs’, only proposals from small and medium-size enterprises, including unipersonal companies and individuals, will be accepted.
  • A proposer can only be selected for funding for one proposal, even if the proposer submitted multiple proposals that are ranked high enough to be selected for funding, even if in different categories. In that case, the proposer might be given the opportunity to chose the one to be retained for funding.
  • Parties having been selected in previous WiSHFUL Open Calls are not eligible to participate 
again.
  • The WiSHFUL project especially welcomes and stimulates the participation of new players in the FIRE community. Proposals submitted by such new players will receive a bonus in their score (more information see section 11 of this document).

Frequently Asked Questions (FAQs)

1. Who owns the results of an experiment?

 "Experiments" make use of the existing facilities, software platforms and tools available within WiSHFUL but only bring added value through the feedback they provide on the use of and experience with WiSHFUL facilities and software platforms. In this case, it is clear that all results and codes developed by the experimenter remain the sole property of the experimenter. However, it may occur that during the course of the experiment, extra features need to be added to WiSHFUL tools and /or software platforms (and according interfaces). In this case, the WiSHFUL partner, acting as Patron of the experiment will discuss this with the experimenter, but in most cases, the extra work will be carried out by the Patron (or jointly with the Patron), and consequently this work will become part of the work carried out within WiSHFUL (= foreground of the WiSHFUL project) and will be covered by the WiSHFUL Consortium Agreement. Experimenters have no rights on the foreground of the WiSHFUL project (see also section 9 of Open Call document).

2. Are the "Personnel" and "Other" cost categories "Direct Costs", or should these also include "Indirect Costs"?

A succesful proposer will enter the WiSHFUL-project as a third party. This implies that a third party does not have to fill in NEF or any other forms from the Commission for financial claims. The only thing that is needed is an invoice, and then depending on the report and the outcome of the review, the Third Party will be paid. However, for a good and better review of your proposal it is best to list the costs related to the proposed experiment or extension as would be done for any European Project:

  • number of PM
  • personnel costs
  • other direct costs (with a very rough split into the different major categories)
  • indirect costs

This information will be used to evaluate the "value for money" of your proposal which is one of the criteria in the proposal review process.

So, there will be no audit, no formal accounting required, but any information, as close as possible to what you would do for a EU project, is advisable to get a proper review of the proposal.

 3. How can the draft proposal be submitted?

Both draft and final proposals have to be submitted via the submission portal. The latest submission before the submission deadline will be considered for evaluation. 

The full process is as follows:

  • A first draft proposal is submitted by the Proposer via the submission portal before the fesibility check deadline.
  • The Patron provides feedback via email to proposer
  • The Proposer includes the feedback in the proposal, finalises its proposal and submits the final proposal again via the submission portal before the submission deadline

4. What kind of feedback can be expected from the Patron?

The Patron will NOT review draft proposals or propose any changes to the proposal. The Patron will only give feedback on the feasibility of the proposed experiment based on the completed sections A, B and C. The feedback of the Patron needs to be included in section D of the proposal. The feasibility check does not provide a commitment that the proposal will be selected.

5. What is the maximum duration of an experiment?

The maximum duration for an experiment is 6 months.
